What's going on with Express Entry draws?

Paul Kelly

It's a great question. One everyone is asking. What's happening with Express Entry (EE) draws in early 2023?

After fixing the NOC/TEER transitions issues and a couple of draws open to all streams (CEC, FSW, FST, PNP) in January, things were looking back to normal - regular draws every two weeks for all categories or CEC - right? Wrong!

Following those draws in January we have seen three PNP draws and one FSW - all small with a high number of required points. Not what everyone was expecting or hoping for.

So what's going on? Well, the short answer is we don't know for sure, but there are some clues. Back in 2022 the IRCC Minister Sean Fraser spoke several times of 'targeted' immigration and adapting the current framework i.e. EE to suit Canada's needs better. Recently we are also seeing some increased processing - and reduced times for processing - on many applications. PM Justin Trudeau recently spoke about removing some of the barriers to immigrants and we are finally seeing many older applications e.g. TR2PR complete. It's only my judgement, but I think given the still large targets for PRs in 2023 (check out this recent blog on IRCC targets) we are seeing a calm before the storm so-to-speak. A pause to allow IRCC to catch up on old files and reduce the backlog, time to figure out their plans for 'targeted' immigration before they press the GO button.

Of course, that's my opinion - I might be wrong (I have in the past) - but it would make sense. What also makes sense is being as prepared as possible if you think 2023 could be your year for PR - ensure the EE profile is perfect - and CRS points are as high as can be, ensure you don't miss provincial options if you have any, ensure you are ready and have professional support when the time comes to apply for PR.
